A megger is an electrical instrument that is used to measure the resistance of insulation by applying a DC voltage to the conductor. One lead is connected to the conductor and the other lead is connected to ground. Safe insulation reading to ground should be above 2,000,000 ohms or 2 megs.
No, you should not install anything in front or below the panel. You must have 36" of free space in front of the panel and 30" on either side of the panel.
The same as a split single phase service, except with 3 phase panelboards, and the size of the service equipment can differ greatly. If the service voltage is 480v, you'll have to install your own transformers to use 120v equipment. I'm not sure as to the purpose of this question. If you're trying to do it yourself, you probably shouldn't have to ask how. It's a pretty large thing to do. If you're just curious, the above answer should suffice.
It is different in different states. You are dealing with 2 separate codes here. HVAC & Electric codes. Contact both your electrical inspector and whoever inspects gas HVAC for a definite answer.
immediately above the stop valve

There are 2 sensors. The front sensor is located on exhaust manifold. Its electrical connector is located to the left of the cylinder head, above the transaxie.
The blower motor resistor is located just above the blower motor under the hood. It should have an electrical connector plugged into it and some screws holding it in place.

it is located above the diaphragm
Should be located just above the oil filter.
