You can see this if you break it down: "per" is used in exactly the same way in English (e.g. "two people per seat" or "a dollar per gallon"). "cent" means "hundred", so if you put the two together, you get "per-cent" or "out of a hundred".

Take that then and look at it another way. 15% means "fifteen out of a hundred". It's just a way of expressing a fraction: 15/100. If you calculate the decimal value of 15/100, the value you get is 0.15, demonstrating the equality of them.

In other words, 15% is just another way of saying 15/100, which is equal to 3/20, or 0.15
