They're the same ratio, the same relationship to each other. Imagine you have ten identical things, three of them are red and seven of them are blue. 3/10 of the total is red. Now imagine you have ten similar piles. 30 out of 100 are red.

0.3 = 0.30 = 30% = 30/100 = 3/10

They're all the same thing.
