Use the Pythagorean theory and you are looking at a right triangle and you need the hypotenuse c

a^2 + b^2 = c^2

c = sqrt( 10^2 + 3.8^2)

= 10.7 feet long

What is the perimeter of 10 feet by 11 feet?

The perimeter is the distance around your object. In this case you have a rectangle 10 feet by 11 feet. So two sides are 11 feet long, two sides are 10 feet long, the distance around it, is the sum of all those sides. 10 + 11 + 10 + 11 = distance around all four sides back to your starting point = 42 feet
