2 foot by 3 foot means its just two dimensions. because you said shelf i am a bit confused. when you say shelf i think of something coming off the ground having a third dimension. a 12 inch by 12 inch box means the volume of the box is 1 foot by 1 foot by 1 foot. your shelf is 2 foot wide and 3 feet high... how deep is it? telling the depth will let someone know how many rows they are allowed to put but if your shelf is two-dimensional... which doesnt sound correct... you can put 6 boxes in that shelf.
