Not usually. Banks and Bureau de Change only change notes, not coins. Your best option is to keep them until you next got a a country which uses Euros, or find a friend or colleague who is going to a Euro country and swap with them.
In 1066, money wasn't invented yet. Instead the people used coins out of gold or they traded (bartered).

Yes you can. go to the bank,and then put in how much coins you want and there you go.
You can either get them via SpotPass or get them from your friends with them. But you can't get them with Play Coins.
Right now, you can't. Gold and Adventure Coins are different economies and you can't swap one for the other.
