There is no equivalence.
A cubic foot is a measure of volume while a square foot is a measure of area. The two measure different things and, according to basic principles of dimensional analysis, conversion from one to the other is not valid without some addition information.
A 12 by 12 inch tile is one square foot. That means it will take 650 tiles, plus spoilage and trim.
One cubic foot is 12 x 12 x 12= 1728 square inches. 30 x 15 x 13 = 5850 square inches, which would equal 3.385 square feet. These measurements sound like they might be the outside of the microwave, though, you'll have to take measurements from the inside to find the cubic feet available for cooking.
