I assume you mean petajoule. You can produce as many or as few kilowatts as you want. The watt (or kilowatt) is a unit of power, not of energy. The relationship is:

power = energy / time

In SI units:

watt = joule / second

In other words, for any given amount of energy, you can produce a large amount of watts (or kilowatts) for a short time, or a small amount of kilowatts for a longer time.
