A degree is a measure of angular separation while an hour is a measure of time.

The two measure different things and, according to basic principles of dimensional analysis, conversion from one to the other is not valid without further information. If you have an object that rotates at a specified rate, you can say that the object rotates at so-and-so many degrees per hour, per second, etc. For example, Earth rotates at about 15 degrees/hour.
