If you are referring to ask for a given equal mass of water and diesel fuel: The specific gravity of #2 diesel fuel is about 0.89, depending on the quality. The specific gravity of a liquid is the ratio of it's density to that of water. Since the specific gravity of diesel is less than one, it is less dense than water. Conversely, diesel is more voluminous than water. It will float on top of it. The answer to this question is that for an equal mass of water and diesel the latter will occupy more volume.
