Depends what's in the milliliter.

If it's an empty milliliter, then there are zero nanograms in it.

If it holds air, then many many nanograms but less than 1 billion.

If it holds water, then 1 billion nanograms.

If it holds stone, gold, or lead, then more than 1 billion nanograms.
