If an offensive player posseses the basketball and is closely (within 6 ft) guarded by a defender, he must shoot, dribble, pass, or advance the ball toward the basket. It was reinstated to avoid stalling.

In college it is 35 seconds and in the pros it's 24 seconds, there is no clock in high school
On average, you can only hold the ball upto 3(three) seconds. In primary school games, the ball can sometimes be held upto 5(five) seconds but it all depends on the umpire in primary school games.
