Neap tides occur when the sun and moon are at right angles to each other (First Quarter & Last Quarter moon phases). Neap tides are less dramatic than regular tides.

Neap tides occur twice per lunar period. According to the link on Wikipedia (I'm posting the related link as well as another link about tides and the moon).

According to the Wikipedia article, a moon period averages about 29.53 days, so with neap tides occurring twice per period, or about 14.765 days.

So with one year at 365.25 days, we get 365.25/14.765 = 24.738 times per year
