240 volts is usually available from the standard single phase service supplied to the incoming main breaker panel within residential properties in most countries which use 60 Hz power. If 11 KV comes into a town from the distribution network coming from the national grid supplied by many generating stations, and 11 KV/400V 3 phase Transformers are used for local area distribution within the town, then the line voltage from any single phase to neutral will be 230 volts.
