Film development technology has not evolved much in the past decade, as the medium itself is being replaced by digital technology. "Films" are increasingly shot with digital cameras which can easily upload their data to a computer for easy editing; physical film is significantly more cumbersome.
Developing photographic film is generally not very expensive. To develop a roll of normal color film, it will cost between $3 and $5.

If you can transfer film from the cassette to the canister in total darkness, doing it in the bag won't be much different.
