The Mint has never struck pennies out of silver, because they'd be worth more than dimes. Your coin has almost certainly been plated by someone after it left the Mint. That means it's considered to be an altered coin worth only face value.

You just found half of my high-school science project. Someone else has a copper dime. There is no such thing as a silver penny. 1963 would have been about the time I was taking high school chemistry. We electroplated dimes with the copper from pennies and pennies with the silver from dimes. Your coin has no numismatic value.
