San Francisco didn't mint any cents for circulation in 1963. If your coin has no mint mark or a D, it's worth a penny. If it's another date, please check again and post a new question.

The Mint has never struck pennies out of silver, because they'd be worth more than dimes. Your coin has almost certainly been plated by someone after it left the Mint. The US Mint never issued a 1963 golden penny. Sometime the copper cent can tarnish to a golden hue if it is in the right environment.
