Yes, it is the same for the same weight. Both are considered 'oversized' mail or 'flats' and cost more than a normal business envelope. the current rate would be 88 cents for the first ounce and 17 cents for each additional ounce.
One sheet of paper weighs bout 1/6 of an ounce. The cost to mail 30 sheets of paper may be estimated using a scale. The post office can give the exact amount shipping will cost based on the weight, the method of shipping, and the place the paper is being shipped to.

I went to the post office today (1/07/11) and one manilla envelope (without the metal fastener) with one piece of paper in it cost $.88 - it weighed 1 ounce. The second envelope contained 8 pages and weighed 3 ounces and cost $1.22. So by my calculations the envelope alone weighed about an ounce and 8 sheets of 8.5x11" weighs 2 ounces. Hope that helps.
