There is no such thing as the "smallest number". For any number you can name,

no matter how small it is, I can always name a number that's smaller than yours.

If you want to invent a small number, the first thing you'll write will be a decimal point,

and then you'll start writing things to the right side of it.

Once you have some number written down, you can immediately make it 90% smaller

than it is, simply by squeezing a new 'zero' in between the decimal point and the digit

that's right beside it now.
