It depends on how far off-center the bill is. Tolerances for cutting U.S. bills are pretty sloppy compared to EU notes, for example.
If the entire image is still within the bill's boundary it's not considered anything rare. However if it's so far off that part of another bill is visible on one side, that's considered to be a major printing error and can retail for up to $300.
Note that a serial number doesn't really help to ID a bill.
