It wont generate 1500 watts. Reason is explained below:Resistance of heater R = V/I = 120 / 12.5 = 9.6 Ohms. If you connect it to 105 V, resistance of heater will remain same. Hence current drawn at 105V will be I = V/R = 105/9.6 = 10.9375Amp. For resistive load power is product of voltage and current. P = VI. Hence power delivered to heater at 105 V will be 105 X 10.9375 = 1148.44 Watts.

In this case since a heater is a pure resistive device, R=E/I R=110/13.6 R= 8.09 Ohms = resistance of the heater. at 110 volts, P=E² /R = 110*110 / 8.09 = 1495.7 watts at 90 volts, P=E² /R = 90*90 / 8.09 = 1001.2 watts Great Answer, I'd just like to add that as an EE, I have rarely seen 110Vac anywhere except for a few cases where the house was very far from a Xfmr. You will typically read between 117 - 121 Vac. The same goes for Industrial voltages, everything seems to be rated for "460Vac", but I've always measured between 475-485 Vp-p.
