That is impossible, because, if it is parallel to it, it can not be above it nor below it.

If you mean points of (-2, 4) and (5, d) is parallel to y =3x+4 then the value of d works out as 25 because 4-25/-2-5 = 3 which is the parallel slope
Do you mean y = -4x+5 then by changing the y intercept of 5 into another value of say 7 the two equations will be parallel to each other providing the slope of -4 remains the same.
