I just re-read this question, and I wondered how you (the writer of the question) might be missing the math. Maybe you are looking at the numbers .9 and .13 and you are saying to yourself "Nine is less than thirteen." If that is what you are doing, you need to be introduced to the profoundly important number, zero (0). The 9 in your question is in what is called the "tenths" place. Point one (.1) is one tenth, or one part in ten, or ten percent. .1 and .10 mean the same thing for all practical purposes. You can follow the same idea for .2, .3, etc. Now the number .09 is different. Here the 9 is in the "hundredths" place. .09 means nine hundredths, or 9 parts in a hundred, or nine percent.
