Algebraically, yes. Since multiplication is a commutative property, the order in which numbers are multiplied do not change their value. In this problem, both mean that the number 4 is multiplied by an unknown variable, "x". The only exception would be if there were a number that preceeds "x", thereby suggesting that the "x" refers to the actual act of multiplying (e.g., 2 x 4).
