79K is 79,000 or 79*1024 (depending on your inclination).

That is a pure number, which may refer to dollars or pounds, or to numbers of people, or anything. 200KB is 200,000 bytes (or 200*1024 bytes) and is a measure of an amount of digital information.

The question is like asking if 5 is less than 1.8 metres. Unless you specify 5 what, the question makes no sense.
