  1. The polygon does not need t have more than 4 sides.
  2. All its sides need to be congruent.

For example, consider a hexagon with all equal angles. If you could take hold of two opposite vertices and pull them apart you would get al elongated hexagon. All its interior angles would be equal but not the sides. It is, therefore, not regular - for much the same reason that a square is but a rectangle is not.
