Though she is and probably always hold the record as the longest reigning "Women's Champ" (over 27 years for one title...continuously [i.e. no breaks in championship service]), which would be a very viable argument for the distinction as the greatest female wrestler of all time, that distinction is purely opinion and no amount of achievements could truly create the opinion as a fact. Keep in mind that times are different and so are competitors. Imagine if The Fabulous Moolah had competitors such as Trish Stratus or Wendy Richter (the female wrestler who finally took the belt from Moolah in the early 80's) when she was much younger. There is a championship committee that decides who wears the belts and their decisions are based not on talent, but the most probable scenario to sell tickets! Had Moolah won her championship in an era where women's matches were as popular as they are today, it's not very likely she's have been given the belt for so long. Not taking anything away from her as she is a very talented performer, but putting the question in perspective, it is an opinion that you are asking for and there will be as many opinions as there are people to have the opinions. But, to put it in a short way, yes
