I am not aware of any website with such a function, but it is easy to do this in Excel. Here is an example, with five rows of data.

Contents of column "A": a, b, c, d, e

Contents of column "B": 1, 2, 3, 4, 5

Contents of column "C": = rand() (for all five cells)

Select the data in columns "B" and "C" (DON'T include column "A" in the selection), and give the command to sort by column C.

This will put the items in column "B" in some random order. Since column "A" doesn't change, the assignment between columns "A" and "B" will also be random.

If you want to combine the values in a single cell, put the following into cell "D1": = A1 & B1. Then copy this down.
