Not necessarily. "Tons" may refer to metric tons, or to imperial tons, which are slightly different. If you live in a country that usually uses metric units, then it can probably be assumed that metric tons is used. If you live in a country that usually uses imperial units, the other type of ton is probably assumed. In case of doubt, better to specify which "ton" is meant, or avoid using "tons" altogether.
