A lock means that the question is protected and can only be answered by a Supervisor. They are protected because they have been vandalised, or the question is ambiguous.
If you are asking why your coolant is testing to -40 degrees Fahrenheit with a test strip or other test device, it is because you are protected to that temperature. This is a good thing. If this is not what you mean, please post your question again in a more easily understandable question.
