A peck is a measure of volume. A pound is a measurement of weight. A peck of small rocks is heavier than a peck of rock cakes. A peck of pebbles would weigh more (lbs etc.) than a peck of apples.

A peck is a measurement of volume (2 imperial gallons or just over 9 litres) , but a pound is a measurement of weight (about 454 grammes). So it's necessary to ask, a pound of what?

For example, there may be several pecks of ping-pong balls in a pound, but maybe only 0.05 pecks of flour in a pound.
