I think that most schools offer it to freshmens. The school I went offered it at both freshmen and eighth grade if you tested out of regular eighth grade math. If these concepts are introduced correctly, basic algebra class becomes very simple for middle school students.

If they are not able to show they learned what was presented in their current year they will start out the next year at a place where they can never catch up with their classmates, they should repeat so they don't get left behind in a much more harsh way.
