The length of a line segment that starts at the point and is perpendicular to the original line.

Mostly because, assuming it just one segment, a midpoint by definition (mid- means middle) is the point at the exact middle of a line segment; whereas the length of the segment is the entire length of the segment. Pretty much, a midpoint is a point in the middle of the line, the length is the measurement of the same line.
Adjust a compass so the distance between the point and the pencil is more than half of the length of the segment. With the point at one end of the segment draw an arc that intersects the segment. Without adjusting the compass, with the point at the other end of the segment draw an arc that intersects the first arc at two places. The line that includes those two intersecting points is the perpendicular bisector.
The distance will be length of the line divided by 2 because the perpendicular bisector cuts through the line at its centre and at right angles
