Measurement is simply a term used to measure anything, it can be sized, length or amount of something. Various units are used to measure things and amount.
Volume
Measure the amount of water: by volume or mass or whatever. Measure the total amount in the same units. Divide the first by the second and then multiply by 100.

Liquid measure is always called Fluid Measure. Quantity or Volume of fluid is never measured in Centimetres. Volume of fluids is measured in Litres or Millilitres. If, and only if, the fluid is pure water, then the number of ml of it will be the same as the number of cubic centimetres (cc) of it.
