You can make that a condition of the sale, or you can request a discount to do that yourself. The homeowner may just tell you that the price is low enough that you can have it done yourself.

The requirement is typically part of the terms of the lending institution and as such, not necessarily a local ordinance.

Offer to purchase the home conditional upon the upgrade. The homeowner may agree, but may counteroffer with a price that includes the cost of the upgrade.
