To get rid of the decimal at he top of the fraction, you multiply by 10 correct? Now remember that whatever you do to the top of a fraction must be done at the bottom. So multiply the denominator 1 by 10 too.

(0,3 x 10)/(1 x 10) = 3/10

Since it cannot simply any further the answer is 3/10.
