The correct term for the 'live' conductor is the 'line' conductor. The line conductor has a potential of 230 V (in UK) with respect to the neutral conductor which is at approximately the same potential as earth. This potential difference provides the 'driving force' for the current drawn by the load.

The 3 wires are live, neutral and earth. The current travels along the live and neutral because 2 wires are needed for the the current to flow, while the earth is a separate safety wire that normally carries no current, until a fault occurs.
You can not have a "neutral earth" the "neutral" and the "earth" are separate wires/connections and should not be cross connected or muddled up.
Current in a standard house is AC (alternate) so it doesnt matter if the live and neutral are crossed. Should the earth and live be crossed then the earth leakage would trip
