The answer cannot be done evenly with 11 horses, since it would create fractions of horses. To make it an integer problem, the number of horses must be a multiple of 2 (from half), 4 (from one fourth), and 6 (from one sixth).
2 = 2 x 1
4 = 2 x 2
6 = 2 x 3
LCM = 22 x 3 = 12
If he has 12 horses (LCM) or any multiple of 12, he can evenly divide them.
