Jarret and Trieste (1987) outline a few assumptions but the basic one is 'uniform flow'. Meaning the flow does not vary throughout the water body.
Other ideas are that n might not be valid over slopes with 0.04m/m gradients because shear stress from the channel will no longer be the dominant source of resistance.
