What can cause 1 light to dim when 3 others in the room are ok the light works from its own 2 way switch?

The switch sounds like it might be arcing. Switches are inexpensive, change it out with a new one. With the power off and the old switch removed check the connections in the switch junction box for loose splices or burnt wire nut connectors. If everything is fine there check the light junction box for loose connections.

Why won't my Light turn off at switch?
Presuming the switch worked at one point and just stopped working it is likely that the switch has failed in a normally closed position. The only other possibility is that somehow you have a wire problem whereby the hot side of supply is connected to the load side of the switch. This could be caused by an exposed wire in the switch receptacle. Suggest you turn off power at breaker and replace switch as a start. When you have the switch removed from the receptacle, with wires still connected see if switch works. If it does it could still be bad, but examine the wires around switch and see if you have any exposed wire that could be touching the load side of the switch (Side connected to the light).

How dimer switsh work?
It works by sending the current through a resistor. As you twist the dimmer switch it changes the length of the resistor and the longer the resistor the more it inhibits the current. So at full brightness the resistor has been totally bypassed as you turn the light down the contact moves further around the resistor making it longer.

If the heater still works the bulb is just burn out. I doubt you can change the light you will have to replace the switch.

On many cars, there is a dimmer switch which controls the instrument panel lights. If this switch is turned all the way, it may cause the overhead light to come on. The overhead light will then stay on even after doors have all been closed. Find the dimmer switch, close the doors, wait 30 seconds, and then turn the dimmer switch.

Check to make sure you have power at the brake light switch, if you have power at the switch, depress the brake pedal, and check for power out of the switch, if no power out with the brake pedal depressed, you need a new brake pedal switch.
