It probably is bone. Your skull is not flat, it has hollows and ridges in it. It could also be a harmless cyst that has developed. I wouldn't worry about it.

It is most likely a blocked sweat gland... I have one for similar on my chest for more than 3 years now... It's pea sized, painless and doesn't caused any trouble... I have not found a way to get rid of it except by surgically removing it.
