No! I am a licensed cosmetologist, and no hair color will cover gray with 40 vol. you must use 20 vol only if you want 100% gray coverage. Period!!!!!!!!!!!
If your hair is naturally white than you wont need to use bleach. Your hair can be toned to blonde with a toner and a 10 vol peroxide you can buy at sallys or similar beauty shop. They have many tones that you can choose from and you will want to get some of the "red out" as well as other add ons to prevent brassiness. Make sure to test this on a small section before your whole head to make sure there is no allergic reaction and that your hair will take the color. If you have any questions go to a salon and simply ask; they should be able to help direct you even if they aren't the ones doing it.
It better to use 20 vol or less on relaxed hair. Anything higher might be too strong, and can cause damage to hair.
