The black lines mean it is a state boundary.
In most cases the black lines which are between the states point out the border between different states, telling the map reader when the you are in a different state.
Usually they indicate the borders between the states.
They are quite probably boundaries of some kind. Check the legend on the map to find out what kind of boundary they are.
If your director says 'Pick up your cue!' It means he/she wants there to be less space in between the lines. This doesn't mean saying your lines faster but just less empty silence between lines. For example, "Oh, Hello! My name is Millie!' (pause) "Hello there!" Is not what they want. They don't want that pause.
