I am not sure that this is standard terminology, but I might call the two equal sides legs and the other side the base.
With sides of 5 and 12, you can make a triangle with any perimeter you want between 24 and 34. If you call them "legs" because they are the sides of a right triangle, then the hypotenuse is 13, and the perimeter is 30.
In an isosceles triangle that has exactly two equal sides, the equal sides are called legs and the third side is called the base. The angle included by the legs is called the vertex angle and the angles that have the base as one of their sides are called the base angles.
