In order to play imported Gamecube games on any Gamecube you would need to install a modification chip into the hardware itself there is no software that would allow this.

You need a console to play console games. Computers play computer games and a PS3 will play PS3 games or the Same for the Xbox 360 and the Nintendo Wii.

On the PlayStation Portable and Nintendo DS, imported games are almost ALWAYS compatible on ANY system. The XBOX 360 does not allow imported games to be played, no matter the country, only games from the region it is sold. PlayStation 3 is also import friendly, almost entirely.
