It is expressing a change in the value of something as a percentage of its original value.
So, if the original value (V) changes to the new value (W) then the change is W - V.
Then, the relative change is (W - V)/V
and the percentage change is 100*(W - V)/V = 100*(W/V - 1)
Before you ever start to work on a problem with a percent in it, stop and think what 'percent' means, and change the percent to a number that you can do arithmetic with. 'Percent' means 'hundredth'. To change a percent to a real number, either divide it by 100, or move the decimal point two places to the left. (Same thing.) 37 percent means 0.37 50 percent means 0.50 84 percent means 0.84 20.2 percent means 0.202 . 3/5 means 0.6 20.2 percent of 3/5 means (0.202 x 0.6) = 0.1212

The word 'percent' means 'every hundred'. 51 percent is 51 / 100 or 0.51
Percent means per 100 so 134/100 = 67/50

"percent" means "for each hundred". You haven't said percent of what. 420 is 100% of 420 it is 50% of 840 it is 200% of 210 it is 10% of 4,200.
One way to change a percent into a fraction is to take the percent number and but the denominator as 100. For example if the percent number was 43 then that would be your numerator and 100 would be your denominator so it should be 43/100. Percent means out of 100 so your denominator should be 100 unless you simplify your fraction.
