Population Distribution is a reflection of how your population is distributed relative to some resource. For example, the population of Brazil is generally concentrated in areas that would be considered marginal rainfall areas. Despite the fact that the Amazon region, much of which falls within Brazil, receives about 1/2 of all the precipitation on the planet, Brazil has water resources problems. This is due to the fact that most of the population in the country is concetrated over 1500 miles from all that precipitation. Thus you could say, relative to water resources, Brazil has a population distribution problem.
