Re-equilibrate means to rebalance or reach an equilibrium. In atmospheric terms, disruptions in temperature or pressure can lead to minor disruptions such as rain or wind as the atmosphere attempts to again reach equilibrium. Seemingly, the more ill balanced the atmosphere becomes, the worse the effects are during rebalancing. More severe cases can lead to hurricanes or other severe storms.
