The RE4 reentry code means that you're not recommended for reenlistment - some branches get more specific, and add a letter to the end of the reentry code to give a more specific reason for the characterization of service - some do not. The RE4 will more than likely prevent you from being able to reenlist.
If you have an RE4 reentry code on your DD214, the chances are pretty much nil.
