for 3/9, they both have a 3, so what you do is divide the numerator and denominator by 3 to find its simplest form which is

1/3 or 1 over 3. As long as you multiply or divide the numerator (top) and denominator (bottom) by the same number, it will be equal to the original fraction.

so for 4/8 or 4 over 8, if you divide by 4 you will get 1/2 or 1 over 2, which equals 4/8

if you multiply 4/8 by 2, you get 8/16 or 8 over 16 which is also equal to 4/8 and 2/4 and 1/2.
